The World Health Organization's (WHO) member states are negotiating a treaty to strengthen global defenses against future pandemics and epidemics. China's foreign ministry spokeswoman Mao Ning said that the country had shared "without holding anything back" its prevention, control, and treatment experience, as well as the virus' genetic sequence, with the WHO and international community from the start of the pandemic in Wuhan in December 2020. However, a team of specialists led by the WHO has not been able to return to China since conducting an investigation into the origins of the pandemic in early 2021, and have repeatedly asked for additional data. The WHO's Director-General Tedros Adhanom Ghebreyesus has warned that if a new pandemic emerges today, the world will still face weaknesses and vulnerabilities that gave Covid-19 a foothold five years ago, but also noted that significant steps have been taken to strengthen defences against future epidemics and pandemics.
